Moree residents are being invited to have their say on a proposed new policy that aims to support responsible animal ownership while addressing concerns about roaming and nuisance animals.
Moree Plains Shire Council endorsed the Draft Keeping of Animals Policy for public exhibition at its Ordinary Council Meeting on 16 July 2026. The draft policy will be on public exhibition for 28 days before it is considered for adoption.
The draft policy has been developed to provide a consistent approach to the keeping of animals across Moree and the wider Moree Plains Shire. It outlines recommended limits for keeping dogs, cats, poultry and livestock on residential properties based on land size, while also providing guidance on animal welfare and responsible pet ownership.
“Council understands and shares the community’s concerns around roaming and nuisance animals and the impact they can have on neighbouring properties and the overall amenity of our towns and villages.” said Mayor Susannah Pearse.
Manager Environment and Compliance Scott Bastow said the policy would provide clear and consistent guidelines while recognising the different circumstances of residents across the shire.
“The Draft policy provides Council with a clear and consistent framework by considering factors such as land size, animal welfare, public health, environmental impact and whether animals are creating nuisance within the community.”
“Importantly, the policy is intended to support responsible animal ownership rather than impose a one-size-fits-all-approach. Existing residents who are lawfully keeping more animals than the recommended limits will not be required to reduce their numbers under the proposed policy.”
“We know animals are an important part of many households across the Shire, which is why we want to hear from residents before the policy is finalised. I encourage everyone to take the time to review the Draft and provide their feedback during the exhibition period,” said Bastow.
The Draft Keeping of Animals Policy will be on public exhibition from Friday, 17 July 2026, until Thursday, 13 August 2026. The draft policy can be viewed on Council’s website.

Submissions close at 5pm on Thursday, 13 August 2026. Following the exhibition period, the draft policy and community feedback will be considered by Council before a decision is made on its adoption.
