Moree Plains Shire Council is asking the community to help shape a policy that sets out when Council approval is needed for certain activities.
The Draft Local Approvals Policy could affect residents, businesses and community groups carrying out everyday activities in public places or on community land.
This can include putting skip bins or clothing donation bins in public places, selling goods from a vehicle, busking for a fee or reward, conducting a business on community land, installing certain domestic heating appliances or operating a sewage management system.
The policy aims to make it easier for people to understand when they need Council approval and what they need to do to meet their legal obligations.
What Council wants you to do
Council wants residents, businesses and community groups to read the draft policy and provide feedback before it is considered for adoption.
The policy is on public exhibition for 60 days, with submissions closing at 5pm on Monday, 5 October 2026.
Director of Planning and Development Poul Tvermoes said community feedback would help ensure the policy remained practical, transparent and responsive to local needs.
“This policy is designed to provide clarity for residents, businesses and community groups about activities that require Council approval. We encourage everyone to take the time to review the draft policy and share their feedback. Community input is an important part of helping Council develop policies that work for our local community,” said Tvermoes.
“Our aim is to provide a single, easy to understand document, helping residents and businesses to better understand when Council need to be involved and how to comply with the legislative obligations.”
“The Public exhibition is an important part of the process, allowing us to hear back from the community and identify and practical considerations before the policy is finalised and presented back to Council.”

The Draft Moree Plains Shire Council Local Approvals Policy is available to inspect at Council’s customer service centres, Level 2 Max Centre and the Moree Community Library.
