In a move aimed at reinforcing public confidence in its governance processes, Council has reconfirmed that an independent investigation found former Cr Troy Arandale breached the Code of Conduct.
At its meeting on 18 December 2025, Council resolved to address Code of Conduct complaints against the former councillor after receiving the investigator’s report. In its resolution, Council noted that “a breach of the code of conduct occurred” and resolved to advise the Office of Local Government.
Following the meeting, it was identified that Mr Arandale had not been given the opportunity by the independent investigator to comment on the draft report before it was finalised. To ensure procedural fairness, the investigator was requested to address the oversight.
Mr Arandale was subsequently given the opportunity to comment on the report but chose not to do so.
To provide public assurance that proper process was implemented, the matter was resubmitted to the 19 February 2026 Council meeting. Councillors noted the procedural fairness oversight and that corrective action had been taken by the independent investigator.
With no further information put forward by Mr Arandale, Council reconfirmed its previous resolution noting the investigator’s findings that breaches of the Code of Conduct occurred.
Council’s decision to notify the Office of Local Government stands, underscoring its stated commitment to transparency, accountability and maintaining community trust in local government decision-making.
