The $30 million redevelopment of the Inverell Aquatic Centre has been delivered under budget, with a surplus of more than $2.3 million now redirected to support broader infrastructure and community initiatives across the Shire.
The Inverell Shire Council confirmed the project, its largest single infrastructure investment to date, achieved practical completion in September, following the demolition of the former aquatic facility in May 2023. The new centre officially opened to the public on 12 September.
Council reported that the final construction cost was $27,681,546.71, against the adopted budget of $30,000,943.00, resulting in a surplus of $2,319,396.29.
Mayor Kate Dight welcomed the outcome, highlighting the wider benefits for the region.
“Inverell Shire Council is proud to deliver the Aquatic Centre Redevelopment not only on time, but under budget,” Cr Dight said.
“This project represents a major investment in the health, wellbeing and lifestyle of our community for generations to come. The fact that we have achieved a surplus of more than $2.3 million demonstrates the strength of our planning, governance and financial management.
“By reinvesting these funds into reserves and future improvements, we are ensuring that the benefits of this redevelopment extend well beyond the pool itself, supporting economic growth, tourism and community infrastructure across the Shire.”
Funding for the project was drawn from a mix of Council reserves, grants, and borrowings—an approach designed to balance financial sustainability with intergenerational equity. Council noted the works were completed without compromising its core programs and service delivery.
At its November Ordinary Meeting, Council resolved to reallocate the surplus funds as follows:
- $100,000 to the Other Buildings reserve
- $100,000 to Industry and Tourism Promotions
- $517,434 to Economic Development and Growth Assets (TCRP Stage 3)
- $150,000 to Workers Compensation Insurance
In addition, $1,166,041 will be transferred to Council’s Strategic Capital Infrastructure Fund, supporting future co-contributions to grant-funded projects. A further $285,921 will remain in the Aquatic Centre budget to allow for future works.
Any unspent funds as at 30 June 2026 will be transferred to the Swimming Pools Upgrade Internally Restricted Asset (IRA) fund.
The redevelopment marks a significant milestone for Inverell, enhancing local recreation options and strengthening the town’s appeal as a regional hub.
